Minutes Stewkley Parish Council Meeting, 7.30pm Tuesday 4th May 2021
Attendees: (Chair) Cllr Higgins, (Vice Chair) Cllr Morgan, Cllr Wodey, Cllr Burgess, Cllr Arthur, Cllr Hunt, Cllr Pryke, Cllr Delafield, Cllr Bottomley, Clerk: Rob Mann and 1 member of the public.

No apologies were received.
2 Open Forum;
No comments from members of the public.
3 Declaration of interest in items on the agenda: to declare any interests.
No declarations of interest were made.
4 To confirm the minutes of the previous PC Meeting on 6/4/21
5. Planning: To discuss planning applications and make recommendation.

SPC resolved to make no comment on this application.

New vehicular access following part demolition of garden wall and formation of hardstanding in front garden (part retrospective)

SPC resolved to object to this application.
c. Lockharts Farm Recycling Facility, Wing Road, Cublington, LU6 0LB.
CONSULTATION ON PLANNING APPLICATION REF: CM/0066/20.
SPC resolved to make no comment on this application.
d. The Coal Shed 3 Old Coal Yard Stewkley Buckinghamshire LU7 0FT
Single storey front/side extension and alterations to roof.
21/01464/APP. SPC resolved to support this application.
6 Finance
a) Budget Monitoring. was noted.
b) End of financial year budget monitoring was noted.
c) SPC resolved to alter section. 6.18 of the Financial regulations to read £500 instead of £0.
7 To draw cheques, ratify BACS payments and to check accounts – to note (see Dropbox)
Payments as shown on invoice list were agreed.
The accounts check by Cllr Delafield was noted as being correct.
8 Burial Ground: To discuss and authorise expenditure incurred or actions required.
It was agreed to store the Tier 1 report permanently on Dropbox in a file accessible to clerks.
Action- Clerk to consult with other clerks to find out what methods of long term storage they use.
9 General Items: To report on meetings attended on behalf of the Parish Council and agree whether to add items to the next agenda.
The state of the verges on Dove St was discussed.
Cllr Arthur offered to contact VAHT to discuss further remediation by their contractors. A representative from Vaht having claimed that some of he damage to the verges was caused by vehicles other than their contractors.
A councillor drew attention to late night deliveries of road planings to Red Brick Farm. SPC resolved to support a report of the issue to Enforcement Officer, Mitchell Pugh.
Preparations for the APCM were discussed. Cllrs were asked to arrive for 7pm to help with the necessary hygiene and distancing precautions to meet the requirements of the VH protocols/risk assessment for Covid safety.at the first non-virtual meeting since the start of lockdown.
Action – Cllrs Morgan, Delafield, Bottomley, Higgins.
Cllr Higgins thanked Cllr Wodey for all her hard work in the years she has been a Cllr and in her time as Chair of SPC.
