January 2017 Parish Council Meeting Minutes

Minutes of the Meeting of Stewkley Parish Council held in the Village Hall On Monday 9 January 2017 at 7.30pm

Attendees: Cllr J Wodey (Chair), Cllr M Burgess, Cllr K Higgins, Cllr A Pryke, Cllr C Pragnell, Cllr P Smith, Cllr B Bottomley, Cllr G Morgan, Cllr Janet Blake, PCSO Paula Boston , Natasha Pritchard (clerk) and 9 members of the public.

1. Receive Apologies: Cllr A Kennedy

Open Forum: A representative from the Recreation Committee came to discuss the electrical works for the Pavilion and to provide information about the cricket/football shed break-in. Cllr Janet Blake informed the Council that Bucks CC have terminated the Bucks Care contract due to a number of operational issues and advised it will be taken in-house. Further, that since the consultation on the draft VALP we have had good news on our housing numbers. The Housing and Economic Development Needs Assessment (HEDNA) has been revised which has lowered the AVDC requirement by 2,000 dwellings and Wycombe’s requirement by 2,200 dwellings. On top of this Chiltern & S Bucks’ Green Belt Preferred Options increases their capacity by 1,200 and further work by Wycombe has increased their capacity by 1,200. The net effect is that Aylesbury Vale’s housing need is now reduced to 26,800. There will be a pre submission version of VALP towards the end of February 2017 and take it through VALP Scrutiny Committee (6th), Cabinet (7th) and Council (29th) in March. This potentially means Examination in summer / autumn 2017 with the Examiner’s report and Adoption by the end of 2017. In addition, an application for Garden Town was made and £500K was awarded. Cllr Janet Blake advised that the Paul Newman development is at appeals stage to designate it as green belt and a decision on the Scout Hut drainage planning application is now imminent. The AVDC Community Chest has awarded 1st Stewkley Scouts £15,000, as also reported by Cllr Janet Blake. Cllr K Higgins expressed his concern about the lack of updates on this matter on the planning application website. PCSO Paula Boston provided updates on the cricket/football shed break-in and general security matters for the village. A representative from Stewkley 1st Scouts queried the footpath application.

2. Declaration of interest in items on the agenda: None declared.

3. To confirm the minutes of the previous PC Meeting on 5 December 16 and deal with any matters arising not
covered on the agenda. The minutes were agreed.

4. Planning: To discuss planning applications and make recommendations:
a) 16/02551/AOP – Documents have been sent to ADVC to support an OBJECTION by the council. The clerk to establish when a response will be sent.

5. To discuss correspondence and communication received since last meeting and decide on any actions:

a. CCTV – Parish Clerk to continue investigation of the use of CCTV in the village. To be discussed in the February Parish Council meeting.
b. Town and Parish Council Conference – Councillors informed
c. Great Horwood Decision – Councillors informed
d. Play around the Parishes for 2017 – Stewkley Cygnets pre-school chair and vice chair to be consulted on dates for the event.
e. Council Tax Referendum – Councillors informed
f. Stewkley Development Projects – Costs to investigated and re-circulated for review. Five ideas will be presented at the Annual Parish Meeting and a decision taken. To be discussed at the February Parish Council meeting
g. Buckinghamshire Freight Strategy – initial workshop – Councillors informed
h. NBPPC meeting 25/1/2017 – Cllr A Pryke and Cllr G Morgan to attend
i. Great Brickhill, Wing and Ivinghoe Local Area Forum 2/2/2017 – Cllr K Higgins to attend

6. Broadband: Cllr K Higgins gave a brief update of steady progress. The ‘go live’ date is to be investigated

7. Neighbourhood Plan: Janette Eustace gave a brief update as outlined in a comprehensive document she had prepared.

8. Recreation Ground: Works continue on the external building. Internal refurbishment is still on course for February.

9. Highways, Footways and Footpaths Lighting: To note highways issues and agree any actions arising
a. Letters related to overhanging bushes and trees blocking street lamps have started to be sent to residents in January.
b. Cllr K Higgins advised that the next step for repairs to the High Street North involves a conversation with Bucks CC. To be discussed at the February Parish Council Meeting.

10. Finance:
a. To consider the budget for 2017-18 and agree the precept. The Parish Council agreed that there would be no increase to the precept.
b. To review the budget monitoring report. This was agreed.

d. No applications received for community funding. It was reported that £2,658 had now been allocated from the £3,000 fund.

11. Stewkley Wildlife Reserve: To discuss and authorise expenditure incurred or actions required. None required.

12. Councillor’s General Items: to report on meetings attended on behalf of the Parish Council and agree whether to add to the next agenda. Draft VALP – It was agreed, given the reduction in housing numbers for AVDC under the VALP, and the subsequent re-evaluation of the housing requirement for medium sized villages, that the PC will ask Bowles Farm and Courtneidge Close be ‘withdrawn’. Once the ‘new’ housing numbers are forwarded to the Parish, we will then review how best to respond. Courtneidge Close meeting – A meeting with the residents of Courtneidge Close will be held at 7.30pm on the 18 January. Cllr A Pryke, Cllr P Smith and Cllr G Morgan to attend. It was agreed that, at this meeting, the above VALP action will be highlighted and that, under the Neighbourhood Planning process, a number of ‘experts’ are currently evaluating independently all sites hence, given this ongoing position, we are not in a position to give a final view on the scoring of the 30+ sites forwarded by landowners for possible development. Once this information has been received this will be posted on the Parish website under the Neighbourhood Plan section. Peter Cooper- Community First Responder network in the Aylesbury North area – to be consulted about dates for 1st responder training. To be discussed at the February Council meeting.
